Activity declaration at the Finanças: the choices that follow you
A few screens, and consequences that last.
Before the AL number itself, there are the Finanças. The declaração de início de atividade is the act that officially opens your short-term rental activity. It is quick to file online — and that is precisely why it is so often filled in badly.
What the declaration sets
In a few screens you determine the nature of the activity, its start date, the turnover you expect, your VAT position and how your income will be taxed. Those choices govern your reporting obligations for as long as the activity lasts.
Where people get it wrong
The start date. It must come before the first booking, not after it.
The expected turnover. It determines your VAT position. Understating it to stay below a threshold works against you from the first good season.
The activity address. It is the address of the property being let, not necessarily your home address.
Access to the portal. Many non-resident owners find out they have lost their Portal das Finanças password at the worst possible moment. Recovering it can require a visit in person in Portugal: check your access before you need it.
Resident, non-resident, tax representative
If you do not live in Portugal you need a Portuguese NIF and, depending on your situation, a tax representative. It is a formality when anticipated, and a blocker when it is not.
What comes next
Once the activity is open come the running obligations: invoicing stays, periodic returns, the annual rental income return, and the municipal tourist tax where it applies.
One piece of advice, just one
Short-term rental taxation in Portugal is not complicated, but it is unforgiving: the regimes are chosen at the start and are hard to correct.
